The Parish Council’s scope:
- The main business of the Council is to allocate money to various facets of the village and community, whilst maintaining village assets to the benefit of the Parish and the electorate.
- The Council is a statutory notifiable body to provide representations on planning applications within the Parish.
- The Council can advise on village issues, facilitate and provide funding from its budget if appropriate. In all, supporting persons involved in any approved function, activity or tasks within the Parish.
The Council follow a statutory protocol which is directed and managed by the clerk; however, the clerk has no jurisdiction on the decisions resolved by council. In Carlby the clerk also performs the role of Responsible Financial Officer (RFO) of which these duties remain a salaried position of approximately 4 hours per week.
Every year the Parish Council issues a ‘precept’ (a warrant for money) to our District Council South Kesteven, who direct the monies to the parish council’s account at the start of each tax year. The currency is raised through your council tax and is denoted as ‘Carlby’ on your annual council tax bill.
Next time you receive your annual council tax bill take a look at what your household spends in support of the parish facilities & activities by means of the Parish Council. The Parish Council is fully accountable and subject to detailed audit every year.
Carlby Parish quota is 7 councillor seats on a 4-year period of office. If there are more than seven nominations, then official public elections duly take place.
Carlby holds 6 meetings, open to the public and press each year, lasting no more than 1-2 hours. In the months of January, March, May, July, September, and November generally on the 4th Tuesday in the month (however this does vary with availability of Councillors and venue), with meetings starting at 7:30pm in the village hall. The Agenda is posted giving notice of at least 3 clear working days prior to the meeting taking place.
At present there is 3 Vacant Seat on the Parish Council. Vacancies occur from time to time and are advertised on the Village notice board and on this web site. If you wish to be involved directly in the justification of the value of the precept and more importantly how it is spent, please apply to be nominated to stand as a councillor by contacting the clerk for a nomination pack.
