Minutes of Carlby Parish Council Meeting held on 6 March 2025 at 7.30pm in the Village Hall
Present: Cllrs. John Bavister (Chairman), Steve Markham (Vice Chair) & Lesley Sweeting.
In Attendance: 0 Members of the public and Sarah Gresty Parish Clerk.
Public Forum:
Cllr. Bavister opened the meeting by expressing the sad news of Ian Dair who had passed away in February. Ian was a member of the Parish Council for 17 years and did a huge amount for the community and will be very much missed. All the Parish Councillors sent their condolences to Margaret and her family.
There was some happy news. Congratulations went to Cllr. Karina Neals on the birth of her daughter Neva.
Agenda
24/25-87 Apologies for Absense:
Were received from Cllrs. Chris Barnes, Kimberley Neal and Karina Neal. These apologies were unanimously accepted.
Other Apologies: Cllrs. Vernon and Robins.
24/25-88 Disclosable Pecuniary Interests: No interests were received.
24/25-89 Minutes of :
a) 9 January 2025 Parish Council Meeting were presented as a true and accurate record of vents. Proposed acceptance Cllr. Bavister, Seconded Cllr. Sweeting and voted in favour Cllr. Markham.
24/26-90 Matters Arising from previous Minutes for Information Exchange
• Welcome Leaflet – Cllr. Sweeting will be assisting with the reinstatement of this leaflet.
• The crossroad at the B1176 more signage and road markings. CPC are work with Cllr Vernon on improvements.
• B1176 damage to the inner verge. This has been repaired.
• Greatford junction with the A6121. Vegetatio has been cut back to improve the junction.
• Mallard Pass Solar Farm compensation scheme. Alicia Kearns MP is campaigning for a compensation scheme for local affected parishes and is working with the new owners. She hope to arrange a joint meeting with parish councillors in the future to discuss this further.
24/25-91 Reports from:
a) County and District Councillors. Cllrs Vernon and Robins not in attendance.
b) Police Reports are received and circulated and made available on the website upon receipt. Police priority setting meeting. Action: Clerk to complete the survey requesting recognition that speeding is still occurring through the village and indeed other villages in the area. Stressing the need for highway safety to be a priority.
24/25-92 To receive issues on Highways Matters
Inconsiderate parking on the High Street cars park hiding road signs. Action. Cllr. Markham to approach car owner.
Speed monitor taken by SKDC when changing the telegraph pole. Thanks were expressed to Cllr. Robins for her help in retrieving the Speed camera (there are some brackets still missing). The SID is now installed on the Western entrance of the village.
Action: Cllr. Vernon to be reminded that she was going to access 30mph road signs for the village.
A resident had written to the Clerk thanking LCC and CPC for clearing the footpath on Essendine Hill.
24/25-93 To receive issue within the Parish.
• Grit bins – LCC have removed the grit bin opposite Church Street and relocated the one at the village hall on to the pavement edge.
24/25-94 Finance & General Purposes.
a) Financial Report for the period 01 April 2024 to 22 January 2025 with bank statements were presented to the meeting.
b) Payments as follows:

Proposal: To accept and resolve all the financial statements above. Proposed Cllr. Bavister, Seconded Cllr. Markham and voted in favor Cllr. Sweeting.
24/25-95 Planning Application:
S25/0110 Proposal: Single storey rear extension to dwelling and replacement of one bathroom velux rooflight with two velux rooflights. 27 Templeman Drive Carlby Lincolnshire PE9 4NQ
Response: We support the application but would like consideration of potential increased overlook of 23 and 25 Templeman Drive properties with the additional windows. Also the agreed standard CPC feedback on materials and environmental considerations.
Proposed Cllr. Bavister, Seconded Cllr. Sweeting and Cllr. Markham voted in favour.
24/25-96 Playing Fields Committee.
Cllr Markham gave an update on the works due to be made to the carpark area and installation of new gates.
24/25-97 Correspondence – was noted from the agenda.
24/25-98 To receive items for future meetings
Date for the Annual Parish Meeting confirmed as Wednesday 21 May 2025
Mower storage.
