Minutes of  Carlby Parish Council (CPC) Meeting held on 03 September 2025 at 19:30 in the Village Hall
 
Present: Cllrs.  John Bavister (Chairman), Lesley Sweeting, Chris Barnes, Kimberley Neal and Karina Neal.
 
In Attendance: 0 Members of the public, Cllrs. Penny Robins and Sarah Gresty-Parish Clerk.

Apologies for Absence: 
Were received from Cllr. Markham.  These apologies were accepted unanimously.

25/26-31  
Minutes: 
a) Parish Council Meeting – 09 July 2025 were presented as a true and accurate record of events.  Proposed acceptance Cllr. Karina Neal, Seconded Cllr. Sweeting remaining voted in favour. RESOLVED

Cllr. Penny Robins
The community repaint scheme has launched its new location at Bourne tip they will take all your paints and you can swap them.
SKDC has just approved a £240k revamp of Meres Leisure Centre in Grantham.
SKDC has put 4 electric charging points at a cost of £42k in Stamford Cattle Market carpark
Asylum seekers.  Serco, the government approved contractor, has taken this over and are trying to get approx. 300 places in Lincolnshire.  They are not using hotels and council housing waiting lists will not be impacted.
 
Action:  Cllr. Bavister requested Penny chasing the missing Speed indication Mounting plate. 
Cllr. Robins to clarify who is responsible for cleaning run off drains in the road.   
 
 
b)Police  Reports are received and circulated and made available on website/noticeboard upon receipt.
 
a) NSK Parish Council Briefing Session 16 September will be attend by Cllr. Kimberley Neal.
 
25/26-33  Finance 2025/26
 
a) Financial Report for the period 01 April 2025 to 31 July 2025 with bank statements.
 
The Council NOTED that no Income had been received for the month July.  The Council RESOLVED to AUTHORISE the expenditure for July totalling £64.21 shown on the financial report.  The Finance Report and bank statements were checked by all Councillors prior to the meeting.  Signed by Cllr. Bavister and Cllr. Barnes signed the bank statements.
 
b) UK Prosperity Fund – Cllr. Bavister has submitted an application. There is a meeting tomorrow at SKDC so a decision may be imminent. Our project is time sensitive.
 
25/26-34 Council Domain.  
 
Proposal:  To move that Cloud Next will host parish council emails at a cost of £100 and to stay with Lincolnshire County Council website, proposed Cllr. Bavister, Seconded Cllr. Karina Neal and unanimous in favour. RESOLVED.
 
Proposal:  To purchase 5 support hours from LCC Webmaster for the website at £108, proposed Cllr. Bavister, Seconded Cllr. Karina Neal and unanimous in favour.
 
 
25/26-35 Planning To receive planning applications since the last meeting and to discuss on going
a) 2025/0871/MALDIS Discharge of Requirement No.8(1) (Fencing and other means of Enclosure) of schedule 2 of the Mallard Pass Solar Farm (MPSF) order 2023 (as amended)
b) 2025/0885/MALDIS Discharge of requirement 10 (Archaeology) of Schedule 2 of MPSF Order 2024 (as amended)
c) 2025/0896/MALDIS Discharge or Requirement 15 (Ground Conditions) of Schedule 2 of MPSF Order 2024 (as amended)
d) S25/1314 MPSF Submission of details pursuant of Requirement 15 – written strategy : Identification and remediation of ground contamination Order 2024 No. 796
e) S25/1316 MPSF submission of details pursuant to Requirement 10 – Written Scheme of Investigation for an Archaeological Evaluation Order 2024 No.796

All the above discharge requirement for Mallard Pass were noted.   CPC will rely on Mallard Pass Action Group to bring to attention anything that requires action.
 
i) S25/1292 Submission of details reserved by condition 3 (method of demolition), 4 (Construction Environmental Management Plan) and 5 (requirements of Local Plan Policy SB1) of planning permission s22/0538 (Construction of commercial building to incorporate warehouse, workshop, showroom and trade counter, along with outdoor storage and display areas and associated parking, following the demolition of existing buildings) – Eastern Farm Implements Ltd.
Response:  The report on the demolition of existing buildings is very detailed.  One concern, however, is the failure to recognise the boundary with a children’s playing field.   It is expected that before demolition, EFI will contact all the affected residents to inform them when demolition will take place.  Insurance that when removing the asbestos, water spay will take place at all times of the removal.   Proposed submission of this response Cllr. Barnes, Seconded Cllr. Karina Neal and unanimous in favour. RESOLVED.
 
j) Mallard Pass Solar Farm Update.   Cllr. Bavister and Sweeting will attend the next parish group meeting and report back.  Cllr. Bavister recommended taking advice from Action Group on any responses.
 
25/26-36 Playing Fields Report. More information will be received once grant outcome is known.  Cllr. Kimberley Neal reported that some people are still letting their dogs off the lead whilst walking through the park area.  Action:  Playing Fields Trustee to take this issue further.  Larger signs to be installed.   An article in the village news as a further reminder.
 
25/26-37 Welcome to Carlby Leaflet Cllr. Bavister thanked Cllr. Sweeting and the Clerk for updating the leaflet.
Proposal: To adopt and resolve the reintroduction of the welcome leaflet.  Proposed Cllr. Bavister, Seconded Cllr. Kimberley Neal and unanimous in favour.
 
25/26-38 Correspondence  was noted from the Agenda.
 
It was noted that the defibrillator cabinet had been vandalised.  Thanks have gone to Cllr. Markham for rectifying the damage.    
 
Cllr. Barnes had concerns with Red Windsor apple tree but it was thought that it was suffering in this year heat
