Minutes of Carlby Village Annual Parish Meeting held on Thursday, 11 April 2024 at 19:00 in Carlby Village Hall.
In Attendance: Cllrs. Pete Holland (who chaired the meeting), John Bavister, Steve Markham, Chris Barnes and Lesley Sweeting, 12 members of the community and Sarah Gresty(Clerk)

Minutes from the meeting held on 23 May 2023 had previously been signed as true and accurate at the parish council meeting dated 18 July 2023
Reports were received from:
The Chairman of the Parish Council. This meeting is a good opportunity for villagers to engage and know what has been going on in the year and a chance to input into what is coming. We have vacant seat on the Parish Council if any willing volunteers would like to join they would be welcome. This year has seen 12 planning applications, 2 large ones the Agri-Linc site and Maggies Mates, others being domestic extension and similar.
A recent leaflet that has been distributed to all villagers informing them of Emergency Plan and its contents the leaflet also drew attention to the Local Plan and the call for sites.
Village green. The Parish Council have signed the deeds for the transfer of the Persimmon land to the parish. We are still waiting for Persimmons to sign and complete.
Bus shelters. Thanks to Chris Barnes who applied for a grant to refurbish the bus shelters. These are now nearly completed, just the benches to be installed next week, and they look fantastic. A great achievement. Chris urged all villagers to take care of them and to help keep them tidy and clean.
- . The Parish Council regularly feed into local policing priorities every quarter.
Speed indicators signs continue to be placed around the village thanks to Steve Markham.
Purple bins from SKDC now seems to be collected regularly and some initial problems
For the Future The Parish Council continue to recruit for new Councillors to fill the vacant seats, we will continue to assess new planning applications, when the ownership of the village green is completed we will regular cut the grass and decided what else, if anything, is required. Any ideas from residents are always listened to and I urge people to attend the parish council meetings to take part.
On a personal note Pete helped to set up the Village WhatsApp’s Group which now has over 100 people and is very active.The Parish Clerk is a member so she can post information from the parish council from time to time.But this is not a Parish Council Group.
Carlby Playing Fields Committee – Will Halford We have had a change in committee. The committee members are myself, Charlotte Brown and Steve Markham. A large part of work leading up to Christmas was taken up with the administration of the charity and its changes of committee. This year the grass contractor has started, the fruit trees are in blossom, wild flowers coming through, Hugh has kindly replaced some dead yew plants. Small amounts of maintenance are being done, Steve is undertaking the weekly safety checks on the equipment. No event coming up. Bike track is in ridable order. All is looking well.
A question was asked about the gates. This is something that is a priority for this year.
A question was asked if hard core could be put down on the parking area to make it less muddy
A question was asked about the tennis court could they be swept and perhaps weed killed to make them more playable.
Bowls Club- Roger Shead. The Bowls summer season starts on 22 April with the green hopefully ready. Nearly all last season’s members have rejoined and with two new members the club has again entered two teams in the Stamford and District League. The first match is scheduled for 26 April and on the afternoon of 28 the Arthur MacBain Trophy Competition will be held. However, in the morning of 28th Committee members will be present to welcome anyone interested in trying the game and hopefully joining the club. Four of last season members have moved from the area and will be missed. George Barber has organised a series of friendly Wednesday afternoon matches which always prove popular. The club will run internal club competitions with Carlby villager, Stuart Pool the club singles champion from last season. Problem for the club are some moles damaging the green and concerns about the height of the trees on the playing side of the green. Otherwise looking forward to the new season after a good winter playing in the village hall. Thanks David Nelson and David Burk for helping with the indoor mat lifters.
We need new members please give it a try.
Carlby and District WI - Margaret Hawkins. The WI meet once a month on the second Tuesday of the month at 7.30 in village hall for 11 meetings a year. We have a variety of speakers and events, Ladies please come and give us a try.
Some of our meetings are open. Then gentleman are welcome to these.
Light refreshment and home made cakes are always available – WI style!
We have 27 full time members and 2 dual members. Membership covers a wide area of village including 6 ladies from the village.
St. Stephen’s Church - Pauline Crampin
1) Thanks for grant from Parish Council used to maintain churchyard by mowing and path maintenance. The rest of the work Is done by church volunteers working on 2 organised mornings.
2) £45,000 spent from church funds to re-roof north and south aisles in 2021/22 and minor roof repairs In 2024 has used much of the endowment fund.
3) Two very successful outreach projects were the summer art workshops for all ages. All free.
4) Church Christmas active crafting activity in Village Hall which included making angels, candle table decorations, jewellery-making and lots more, was also extremely popular. All free.
5) Great attendance at special celebrations of Easter, Christmas, Remembrance and Rogation. Much of the organisation was done by the congregation as we still have no vicar.
6) Major Waterloo fund -raising activity: Safari supper was very successful. It raised £1,000 and £100 for the charity Multiple Sclerosis.
7) We have been Working since 2018 to get permission to build disabled toilet, water connection, and servery is now progressing.
The yellow planning notice is displayed in the Village . We could start building this year If we raise the funds.
8) The church is thriving thanks to lots of people generously contributing their time and money.
9) However, having spent £45,000 on roofs we need to apply for grants from various sources. This work is In progress but Is delayed by the tardy progress of gaining a faculty.
10) Anyone who would like to help with churchyard clean-up we do it twice a year, church cleaning rota, flower arranging always welcome beginners.
Additional Information
11) Crowd funding Is In progress for Waterloo Project by Paul Stokes running 1/2 Marathon In Matlock.
12) Jam club I still very active but would benefit from some more young children joining.
13) The grocery sharing box continues to be used In church porch but spare food Is taken to Stamford food bank. We will consider advertising on social media.
14) The photo competition has had a reasonable response from adults but the youngsters are slow to respond. It is anticipated to complete by May or June 2024 and be displayed In church on AV
system.
Village Hall report - Amanda Pearson. All the events that have been mentioned tonight take place in the village hall. The village hall is well used by groups regularly and one off bookings. The committee does it best to keep the hall updated, we now have WIFI, a projector, replacement heaters, new chairs and tables and its nicely decorated. Last year we updated kitchen and bar area and installed solar panels which we hope to see benefit for this year. The hall is warm and clean. We continue to organise the pub quiz night once a month which has been themed since 2014 to help raise income. This year’s projects are to replace some ceiling tiles and to revamp the disabled toilet. We do need support for committee members. Anyone wanting to get involved please come forward.
