General Data Protection Regulation.
An important aspect of complying with GDPR is being open and transparent with individuals about how their personal data will be used.
Carlby Parish Council will ensure that personal data shall be processed lawfully, fairly and in a transparent manner and will be; Only collected for specified, explicit and legitimate purposes; Adequate, relevant and limited to what is neces-sary;
Accurate and, where necessary, kept up to date; Kept in a form which permits identification of data subjects for no longer than is necessary; Processed in a manner that enables appropriate security of the personal data, including pro-tection against unauthorised or unlawful processing; Processed in accordance with an individual's rights; Kept in a secure manner.

6. Reports from District and County Councillors.
Martin Wilkins:
a) Gravity Fields Festival starts on 26 September in Grantham. A Science and Arts Festival over 4 days.
b) SKDC Lottery – due to legislative changes, local authorities can run lotteries and local organisations may apply to be recipients of part of the income. The public may buy tickets online on the SKDC website and at the same time nominate the receiving organisation from those listed. First draw is 27 October.
7. Financial matters.
a) To Approve Financial Report for the year 01 April 2018 to 31 August 2018. Agreed.
b) To Note bank error and compensation of £100.00. Noted.
c) To Approve Payments as follows: Agreed.
i. Clerk, Overtime and Expenses for July and August 2018, £100.09.
ii. Clerk Salary for July 2018, 134.19 (already paid by Standing Order)
iii. Clerk Tax for July 2018, £33.40 (already paid by Bacs)
iv. Clerk Salary for August 2018, £134.19 (already paid by Standing Order)
v. Clerk Tax for August 2018, £41.60 (already paid by Bacs)
8. Planning:
To Note the following applications:
a) S18/0962, 4 Templeman Drive, Erection of single storey rear extension and installation of rooflights to garage. Awaiting Decision.
b) S18/0973/HSH/DA/PC1, 5 High Street, Erection of side and rear extension. Permission Granted.
c) S18/1391, 10 Church Street, Erection of single storey rear extension and single storey porch.
It was Agreed to make the following comment to SKDC, Planning Department: Carlby Parish Council feel that it is important that any new materials match existing finishes, particularly on the the front elevation.The building work should conform to the Village Design Statement 2013.SKDC's Economic Development Portfolio Holder has approved, with effect from the 26th June 2013, the Carlby Village Design Statement as a material planning consideration in the determination of planning applications.
d) S18/1392, Fairways Showman’s Yard, Holywell Road, change of use from agricultural land to showman’s yard (extension to existing use)
It was Agreed to make the following comment to SKDC, Planning Department: Carlby Parish Council have no objections to the change of use to enable an extension of the showman’s yard. But, request that consideration be given to

linking the permission to ending the current practice of parking large showman’s vehicles on the grass verge outside the premises. Thereby removing a considerable traffic hazard by the having the extra space for parking within the yard.
e) S18/1481, Grange Court, Stamford Road, Window and Rooflight details. Approved.
9. Allotments. Updates if any? It was Agreed to re-invite Mr Whyles to a future meeting to discuss the matter.
10. Neighbourhood plan update. The Parish Council has chosen Andrew Ashcroft as Inspector for the Carlby plan. We have received an initial list of questions from Mr Ashcroft, which will be answered as soon as possible.
11. General Data Protection Regulation. No items raised.
12. Communications.
a) Dropbox. No items raised.
b) Mailchimp. Ben Haines offered training on the programme to Councillors.
c) Website. Up to date but design needs refreshing.
13. Speedwatch programme.
a) To Discuss purchase of new equipment: Carried over to next Meeting.
i. Hand held radar, £239.00.
ii. 5 jackets printed with official logo, £41.25.
b) We need more volunteers - it was Agreed advertise in the Village.
14. Target agreements 2018/19: Bi-Monthly review. Noted.
15. Grants to Local Organisations. For 2019/20. Agreed. Action – Clerk.
a) So that we may set a Budget and Precept for next year, we need to invite local organisations to apply for a grant before the November meeting and we need to Agree a revised application form, which includes a requirement for applicants to supply their previous years’ accounts and bank account details for any payment to be made directly and not by cheque.
b) The following organisations will be contacted and invited to apply: Playing Field, St. Stephens, Bowls Club, Friendly Club, Village Hall, Gardening club. An invitation will also be posted on the notice board inviting any other local orgs groups to apply.
16. Footpaths.
There is a lot of dog fouling on the footpath running between the corner of Church Street and the river, additional notices are needed to encourage owners to clear up after their dogs or face a fine for not doing so. It was Agreed to request some notices from LCC Highways. Action – Clerk.
