Minutes of the Carlby Parish Council Meeting held on 19 March 2024 at 19:30 in the Village Hall
Present: Cllrs. John Bavister (Acting Chair for the meeting), Lesley Sweeting, Chris Barnes and Steve Markham.
In Attendance: District Councillor Penny Robins, 1 Members of the public and Sarah Gresty Parish Clerk

The Member of public was just attending to observe.
Agenda
23/24-113 Apologies for absence had been received from Cllr. Pete Holland. These apologies were unanimously accepted.
23/24-114 Disclosure of Pecuniary Interests: There were none.
23/24-115 Minutes of :
a) 16 January 2024 Parish Council meeting were presented and confirmed as a true and accurate record of events proposed acceptance Cllr. Barnes, Seconded Cllr. Markham and unanimous in favour-RESOLVED.
b) 18 January 2024 Extra Ordinary Parish Council meeting were presented and confirmed as a true and accurate record of events proposed acceptance Cllr. Sweeting, Seconded Cllr. Markham, Cllr. Barnes abstained due to being absent, remaining unanimous in favour-RESOLVED.
23/24-116 Reports from:
a)County and District Councillors
Cllr. Penny Robins Report will be circulated after the meeting. Cllr. Robins highlighted the Local Plan consultation and urged people to respond.
b)Police Reports are received and circulated and made available on website/noticeboard upon receipt. Correspondence had been received from PC Collinson regarding PCSO’s redeployment.
23/24-117 Finance & General Purposes :
a) Financial Report for the period 01 April 2023 to 29 February 2024 with bank statements were presented by the clerk.
b) Payments as follows:
23/24-118 S Gresty Qtr. 2 clerk expenses 76.26
23/24-119 S Gresty Qtr. 3 clerk expenses 129.75
Proposal: To resolve and adopt the financial records above for the current financial year as a true and accurate record. Proposed Cllr. Markham, Seconded Cllr. Sweeting and unanimous in favour-RESOLVED
23/24-120 Planning applications received since the last meeting.
a) No new applications had been received.
b) SKDC Local Plan Review. Points of concern were that no mention was made for requirements of bungalows in the plan and also the lack to requirement of parking spaces.
It was proposed to print a leaflet informing and encouraging residents to respond to the Local Plan consultation. The leaflet should draw attention to the call for sites in the village on the West and East side as potential development sites.
Cllr. Sweeting was agreeable to a leaflet being printed for the emergency plan (item 23/24-121) if the second side had this information incorporated.
Action: Cllr. Bavister to draw up a draft leaflet for agreement by the Parish Councillors.
All Councillors to review the Local Plan documents and submit responses for collation for a Parish Council response.
23/24-121 Emergency Plan leaflet for all villagers to inform them of the existence and function of the emergency plan equipment was agreed.
Proposal: To have a leaflet printed and hand deliver to each house. Proposed Cllr. Markham, Seconded Cllr. Bavister. 2 abstentions. Chairman of the meeting with casting vote was a majority vote in favour. RESOLVED.
Action: Clerk to put a copy in Village news, Website and noticeboard.
Cllr. Bavister to draft the leaflet.
23/24-122 Bus Shelters update on progress was given by Cllr. Chris Barnes.
The bus shelters are nearly finished, new roof looks good, the insides are much brighter. It is hoped that they will reopen on 24 March.
Action: installation of the benches (delivery awaited).
Installation of No smoking signs.
Delaines to install new bus time tables
Grant invoices to be submitted and grant monies to be received.
A huge thank you was expressed to Cllr. Chris Barnes for the hard work on this project with a great outcome.
23/24-123 Care for Carlby Event. It was decided to reschedule this event for the summer/autumn.
23/24-124 SKDC Tree & Woodland Strategy – Cllr. Bavister
Proposal: To contact the Serena Brown, Sustainability and Climate Change Officer, South Kesteven District Council to request a grant for 30 sapling trees. Proposed Cllr. Markham, Seconded Cllr. Sweeting and unanimous in favour. Action: Clerk to send request.
23/24-125 Correspondence was noted from the Agenda
23/24-126 Annual Parish Meeting between 1 Apr – 1 June. Potential dates were discussed TBC with village hall availability.
23/24-127 To receive Items for Future Meetings
a) Problems with a vehicle parking at the end of the Avenue junction.
Action: Cllr. Markham to write to car owners
b) Problem with garden clippings near the bus shelter.
Action: Clerk to write to house owner.
