Minutes of a Parish Council meeting held on Tuesday, 28 July 2020 commencing at 19:30 via a Zoom link.

Agenda

20/21-30         Chairman Welcome.  John opened the meeting by welcoming everyone present.

20/21-31         Open Forum for members of the public dialled in.  There were none.

20/21-32         Record of members who had dialled in. Cllrs. John Bavister (chair), Steve Markham (vice chair), Ian Dair, Benjamin Haines and Angela Cardew,  Sarah Gresty (clerk) and 0 members of the public.

20/21-33         To Note apologies for absence. Cllr. Isobel Robson and PCSO Emma Corkey.

20/21-34         Declarations of Pecuniary interests.  There were none.

20/21-36         To receive reports from District and County Councillors. There were none.

It was noted that we are now without a District Councillor in the meantime all queries will be channelled through County Councillor Bob Adams.

 

                        Financial matters

20/21-37         To receive Financial Report for the period 01 April 2020 to 01 July 2020-RESOLVED

20/21-38         To note change of commencement date for the exercise of public rights to 1 sept – 12 Oct. -RESOLVED

                        To Approve Payments as follows:

20/21-39         S Gresty – expenses 1 April – 30 Jun 2020 £83.56 - RESOLVED

20/21-40         S Gresty – Clerks Qtr 1 salary £529.29 – already paid - RESOLVED

20/21-41         HMRC Qtr 1 Tax and NIC £109.20 – already paid - RESOLVED

Planning:   To Note the following applications:

20/21-43         S20/0960 Proposed single storey porch to rear of dwelling, The Old Plough, 6 Church Street, Carlby, PE9 4NB

                        No concerns with this planning application as long as the materials used adhere to the Carlby Neighbourhood Plan.  RESOLVED to support application.

20/21-44         Playing Field update – Cllr. Angela Cardew

Playing field have been reopened after a risk assessment and installation of safety notices compliant with Government guideline. 

Now installed 2 new benches

 

 

 

Committee looking at:

  • Installing some smaller pieces of equipment
  • Organising a contractor to repair goal mouths
  • Fund raising for larger pieces of equipment
  • To develop wild grass and flower area in play field

20/21-45         Village Green – Cllr. Isobel Robson comments read by clerk “I have heard back from Persimmon. Persimmons have said they are looking into the process of transferring the ownership of the village green to the Parish Council. Solicitors costs need to be sort.”

Cllr. Bavister also noted that the piece of land at the side of the village hall and a piece of grass Templeman Way should be included.

20/21-46         Combined Insurance update – Cllr. Isobel Robson had reported to the clerk that no progress had been made at present.

 

20/21-47         Speed Indicator signs update – Cllr. Steve Markham was due to end his covid-19 shielding at the end of the month and would then be able to reinstate the speed indicator signs around the village.

 

20/21-48         Promoting biodiversity through the Parish Council’s Policy and Actions – Cllr. Ian Dair

A proposal had been pre circulated to the Parish council for comments. 

Cllr. Dair noted that the Lincolnshire Environmental Records had various data so a full baseline survey would not be required.

Noted that the playing fields had already marked areas of grass to be left uncut.  However, Cllr. Cardew pointed out that the grass needed to be kept cut around the play equipment and the football pitch area and was concerned that the uncut areas would look unkempt.

It was stressed that these areas needed to look managed and be acceptable.   The need for village participation was stressed.  As a Parish Council this will be kept under review.

It was noted that an environment rewilding group was forming in the village.

20/21-49         Targets.  Update of schedule – Cllr. Ian Dair

Targets adopted on 20 June 2019 had be circulated prior to the meeting. 

RESOLVED that Cllr. Dair would update these as discussed.
