Minutes of Carlby Parish Council (CPC) meeting held via a Zoom link on Tuesday, at 19:30 on 24 November 2020.

20/21-85         Chairman Welcome.  Cllr John Bavister (JB) opened the meeting by welcoming everyone present with a special welcome to Pete Holland.

20/21-86         Open Forum for members of the public dialled in. There were none.

20/21-87         Record of members who have dialled in via zoom.  Councillors Chair: John Bavister,  Vice-Chair: Steve Markham,  Ian Dair, Benjamin Haines, Isobel Robson and Angela Cardew.  County Councillors Cllr. Bob Adams and 1 member of the public and the Parish Clerk Sarah Gresty.

20/21-88         To Note apologies for absence.  There were none.

20/21-89         Councillors to declare Declarations of Pecuniary interests. There were none.20/21-90         Proposed Co-option of Mr Pete Holland.  After advertising the vacant seat on CPC Pete Holland expressed an interest and completed the application form which was circulated prior to this meeting.  JB had spoken at length with Pete Holland who was relatively new to the area, works for Anglian Water and keen to get involved in the local community.  Proposed to co-opt Pete Holland to the vacant seat.

20/21-91         Parish Council Meeting Minutes of 6 October 2020

Points to note Planning application s20/1370 has now been approved.  Minutes are a true and accurate record of events.

20/21-92         To receive reports from District and County Councillors and the Police.

Report by Cllr Bob Adams:

  1. Planning application S20/1759 will go to planning committee.
  2. Notices of planning should be received by CPC however SKDC Planning Department is in disarray with coming and going of temp staff as well as staff working from home.  The department is not running as smoothly as expected and hoped it should.   These problems are being addressed by advertising for senior planning staff.
  3. Planning Review.   The cabinet employed consultants Steven Quartermain. https://cratus.co.uk/team/steve-quartermain  Series of workshops are planned to discuss the 29 recommendations.   One Suggestion is for Officers to have more delegated powers this is being strongly resisted by Cllr Bob Adams and portfolio holders.  
  4. SKDC.  Finance is ok with negative balance but with Government assistance making situation manageable.
  5. Elizabeth park is going to be a testing centre by appointment.
  6. LCC County finances are in a better placed than District but only because dependent of government funding.   Efficiencies and saving will have to be made.  No cut on front line services.
  7. Bus services suffering due to lack of customers etc.   some bus companies have reduced services.  
  8. Call connect services is being expanded.
  9. Covid-19.   Woodhall Spa Knightingale hospital may be recommissioned with the increase in cases.   Working towards going back into the new tier system where North and South Lincolnshire will possibly be combined.  
  10. New Conservative candidate is Penny Robins.

Cllr. SM asked about the bus services being cut.   Cllr. Adams explained that LCC subsidised bus services but there are limitation to the amounts that can be provided.  Maybe that the Call connect service will become more prominent in the village locations in future.

Cllr. JB  thanked Bob you for dealing with all the district and county council issues whilst no District Councillor is in place.

20/21-94         To receive the Budget for 2021/22 with calculation of Precept.  Cllr JB shared budget on screen which had been circulated prior to the meeting, explaining the figures.  The percentage increase over the previous precept request is not necessarily the percentage residents will see on their council tax bill as this is dependent on housing council bands. Cllr. Bob Adams suggested being mindful in the budget of ongoing costs for ground maintenance, highways and bye ways in future as parishes may have to undertake some minor works in future.   The precept calculation is £9198 an increase of 7.71%.   This will be resolved upon at the next meeting.

20/21-96         Assets Update – Cllr Isobel Robson.  Footpaths have been checked there is an issue with dog foaling.     3 grit boxes -Salt has formed into a solid mass.  Cllrs. JB and SM will try and break this up but if this is not possible SKDC Highways will need to be contacted.

20/21-97         Planning:   To Note the following applications:

S20/1759 Application: Proposed detached dwelling at Land adjacent to 24 High Street, Carlby, PE9 4LX

Cllr. JB shared screen displaying the plans, identifying plot next to 24 High Street which is a 1.5 storey cottage. 

CPC proposal:  In consideration of the Neighbourhood Plan the Parish Council’s planning representations to: -

Raise objection

  • S20/1759 adjacent to Number 24 High Street. That the condition 8 applied to the lapsed OPP S99/0355 decision notice is adhered to and reinstated.
    • 8, The proposed dwelling should be of a scale and design similar to the existing dwelling No 24 High St.

The proposed scale and design of the application does not conform to this condition nor the Neighbourhood plan policies of V.1/D.0.1/D.0.3/D.3.4/D.3.5 with the intent of a guide of a maximum 35% foot print ratio between built development and the plot size.

To aid this understanding there is also a definition of a one and a half story dwelling.

  • The ‘Carlby rag’ dry stone wall to the south boundary of the plot is retained in support of policy V.3

Action:  Cllr. JB to draft a presentation with acceptable scale and design to suit adjacent property and drystone wall on boundary to be retained.  This will be circulated to the CPC before submission.

20/21-98         S20/1865 Application proposed vehicle access, Chestnuts Barn, 62 High Street, Carlby PE9 4LX

Cllr. JB displayed the plans on screen.

CPC proposal : S20/1865 62 High St. Chestnut barn.

  • This is the legacy of dismissed appeal S19/1669 this property should not be allowed to have two independent entrances to High Street where the existing one is in use and adequate to service the property. If officers are minded to approve this application then a condition should be attached that the existing access is closed off with the Carlby rag stone lost to the new entrance.
  • The ‘Carlby rag ‘ stone is retained and rebuild closing off the existing access in support of policy V.3

                        Cllr. Bob Adam would talk to the Case Officer regarding previous planning conditions, he reiterated that CPC can only consider the application that is before them and agree or refuse. 

Proposal by CPC : If granted the existing access should be closed off and the dry stone wall replaced.

 

Action:  Cllr. JB to draft a presentation and circulate to CPC prior to submission.

Additional Planning application received after Agenda being posted.    S20/1943  for an extension above a double garage.   Cllr. JB shared the plans, there are similar extensions on properties in this part of Templeman drive and therefore this extension is in keeping with the street scene.  Cllr. PH, being the neighbour, had no comment to make. 

Action:  CPC would not submit any comments with regards to this application.   

 

20/21-99         Playing Field update.  Cllr. AC updated on developments at the playing field with new equipment installed and wildflower areas planted.  It was hoped to install a further piece of equipment for smaller children and grants were being sourced and installing steps on the bank near the tennis court.

                      Cllr. SM suggested improving the signage in the village indicating the play area.

                        Discussions regarding a 3 year maintenance grant application to be submitted to CPC.

 

20/21-100       Speed Indicator signs (SID) update – Cllr. Steve Markham

30mph notices x 6  free from Community speed watch, the Clerk has chased these and hoped to receive them shortly.   

Cllr. JB thanked Cllr SM for his work moving the SID’s around the village.

Action: Cllr. SM to engage with  SKDC Highways with a view to obtaining permission for narrow road and oncoming traffic signs.#

 

20/21-101       Conservation area update – Cllrs Bavister and Dair.  Cllr ID had tried to source a copy of the original letter sent to SKDC in 2006 but this has proved impossible.  Cllr. IC had been round the village taking pics and counted about 19 buildings which are pre -20th century and 8 buildings or objects which are listed.  All buildings are scattered throughout the village.

Action:  Cllr IC to seek advice from Patricia Craggs SKDC Conservation officer and report back.

 

20/21-102       Correspondence were noted from the agenda.  

 

20/21-103       Items for future meetings

Cllr. SM has now checked the Defibrillator and updated records.  The internal light is not working however there is adequate lighting from the village hall and streetlights in this area.
